Restrictions on exports, investment caps, and export controls have turned a commercial market into a strategic frontier. The policy is clear: slow the other side down, secure your own position.
The Money Trail
Capital follows the narrative. Venture funding, government grants, and corporate R&D budgets flow toward AI labs that promise both profit and advantage. The result is a feedback loop: more money drives more compute, which drives more capability, which justifies more investment. It’s a cycle that rewards scale and punishes hesitation.
The Human Cost
Behind the headlines are engineers, researchers, and students. They move across borders, publish papers, build startups, and carry ideas with them. Talent is the one resource that can’t be fully contained. Yet even this mobility is subject to scrutiny, visa restrictions, and informal pressures. The brain drain is real, and so is the brain trust.
